It is produced by Emacs Org-Mode, which is a powerful plugin of Emacs for keeping notes, maintaining TODO list, doing project planning and authoring with a fast and effective plain-text system.

I have tried Emacs Wiki/Muse in the past, but I found Org-mode is much more fascinating. You could find more details about howto set up a html site by the power of org-mode export.
